The city manager or his or her designee shall annually certify to the council the
amount of contributions to be made by the city to the plan, based on the most recent
actuarial report, and the council shall appropriate such amount to the credit of the
plan.
(b)
If the amounts credited to the plan, together with the city's contributions for the
fiscal year, are insufficient to meet all demands made upon the plan, the amount of
such insufficiency shall be provided by the council.
