The purchasing agent shall not issue any purchase order, except in cases of emergency,
until a requisition has been submitted, signed by the head of the using department
or agency, countersigned by the city manager and approved by the director of finance,
showing that there is to the credit of the using agency concerned a sufficient unencumbered
appropriation for that purpose to defray the amount of such order, in accordance with
chapter III, section 37, of the city Charter.
