No person engaged in the business of a pawnbroker, secondhand dealer or junk dealer
shall receive, as pawn or pledge on any condition whatsoever, any article of personal
property or other valuable thing between 7:00 p.m. and 9:00 a.m. of the following
day. No person shall open or operate or cause to be opened or operated, in the city,
any pawnbroker, secondhand dealer or junk dealer business between 7:00 p.m. and 9:00
a.m. of the following day.
