The building official or his or her designate and other duly authorized officials
or employees of the city and agents of the state water resources commission, bearing
proper credentials and identification, shall be permitted to enter upon all properties
for the purpose of inspection, observation, measurement, sampling and testing, in
accordance with the provisions of this division, at any time during reasonable or
usual business hours. No person shall refuse or obstruct such entry.
