§ 4-3. Sales to intoxicated persons or during prohibited hours.

No licensee, by himself or herself or by another, shall sell, furnish, give or deliver any alcoholic liquor to any person:
(1)

Who is so intoxicated as not to be in control of all of his or her faculties; or

(2)

On any day during the hours not permitted by state law or the state liquor control commission.
